The National Audit Office ( NAO) in England scrutinises public spending on behalf of parliament; it is totally independent of government. This study was designed to examine whether the Department of Health’s aims for intensive home treatment are being delivered. This involved an audit of whether teams were seeing the people they were supposed to see; how teams were configured across England, and of their performance and funding; clinical effectiveness was not examined. A mental health consultancy , Practice -Based-Evidence  conducted 25 audit visits to sites across England.
